Every incident has a history.

Violence has a beginning, and it is almost never the day it happens. We work on what comes before: the behavior, the warning signs, and whether anyone was listening. For communities, agencies, organizations, and school districts.

OUR APPROACH

Why we start with behavior.

Secure every door you have. The decision that matters was made somewhere else, months earlier.

Physical security is worth getting right. Cameras, access control, and lockdown procedures all matter, and we will tell you plainly when yours are not working. But the industry has spent twenty years building better systems, and no security system has ever changed anyone’s mind.

Look back at a serious incident and the signs are almost always there. In a neighborhood, a workplace, or a school, someone noticed escalation. Someone heard a threat and had nowhere safe to report it. Someone watched a conflict build and had no training to step into it. Prevention lives in those moments, and most safety audits are not designed to find them.

Bobby Kipper spent 26 years in law enforcement and built Virginia’s statewide Gang Reduction and Intervention Program around one question: what moves a person toward violence, and what interrupts it. Community violence is where he learned the answer, and it is the lens we bring to every assessment we run.

WHAT WE DO

Community safety, before and after.

We work with municipalities, agencies, community organizations, workplaces, and school districts. The focus is what is happening between people, what is going unreported, and what your organization actually does when somebody raises a concern.

Community Safety Planning

Violence prevention and safety planning for cities, agencies, and community organizations. We assess what is driving risk in your community specifically, then build a plan the people who live there will carry forward.

Community Assessment Violence Prevention Youth Safety

Behavioral Threat Assessment

How your organization identifies, reports, and responds to concerning behavior. Most organizations have a policy. Far fewer have a process that holds up when someone is genuinely worried about a colleague, a student, or a neighbor.

Reporting Systems Escalation Review Staff Training

School & District Safety Assessment

Districtwide and campus assessment with behavior at the center. How concerning conduct gets noticed, reported, and acted on, alongside the physical and procedural review a board will expect to see. Delivered by consultants who have led schools and testified about what went wrong elsewhere.

Districtwide Campus Reporting Climate Board Reporting

Post-Incident Assessment

Independent review after a critical event. What was known, who knew it, where the information stopped, and what has to change. Written to hold up in front of a board, a community meeting, and whatever comes after.

Independent Review Board Reporting Remediation Plan

Ongoing Safety Partnership

Annual review, refresher training, and on-call consultation for organizations building safety infrastructure over years rather than in one engagement. Physical security review included where it is warranted.

STUDENT PROGRAMMING

Student programming runs through NCPCV™.

We assess and advise districts. The curriculum that goes into classrooms runs through the National Center for the Prevention of Community Violence™ (NCPCV™), the nonprofit Bobby Kipper founded in 2009, so it can be accessed on nonprofit terms rather than a consulting rate.

Many use both: an assessment from us, programming from NCPCV™’s Center for Behavior-Based School Safety.

  • Green Zone™, a behavior framework schools and classrooms adopt together
  • Ollie the Owl, youth safety programming for K through 5
  • AC4P™, Actively Caring for People™
  • Bullying Prevention, intervention built around escalation, not punishment
  • Community Violence & Gang Reduction

HOW WE WORK

How an assessment actually runs.

01 / Consultation

A direct conversation about what you are seeing, or what already happened, and what you need from us.

02 / On Site

Our consultants come to you. We review documentation and infrastructure, interview staff, and pay close attention to what people say once the formal interview is over.

03 / Analysis

A written assessment with prioritized findings and an action plan your organization can act on without hiring someone else to interpret it.

04 / Follow-Up

We present findings to leadership and boards, answer questions, and stay reachable while you act on them.

Don’t wait for a crisis to find out where the gaps are.

Tell us what you are seeing. We will tell you what we would look at first.
